The Parametric Allocation Model provides a user with a general picture of the number of fire companies to be assigned to different regions of the city. It is inexpensive to use, and requires very little data.

But it cannot be used to evaluate specific locations for the companies in detail. The program, named PAM, operates in an interactive environment on a time-shared computer system.

The Parametric Allocation Model was originally developed and applied to the allocation of fire companies in New York City under a contract with the New York City Fire Department to improve the deployment of their fire-fighting equipment. A comparison of the allocations generated by the model to the current allocation of fire companies in New York City shows that one value of the trade-off parameter produces results that correspond closely to the current allocation policy.
